The hit registration is identical, they include flying levels, all of the weapons look to be exactly the same as Cuphead, even the plot premise seems borderline identical. The gameplay is identical (and by the way neither game is a side-scrolling shoot 'em up - they are both multi-phase boss rush games) down to the point where the dash animation looks like they traced over the cuphead one and swapped the model. The mix clearly does not work (the characters are witches with a black cat riding brooms and using portals to go into fantasy worlds - Big Band Jazz Music it is), and the animation is a step below. They clearly copy the art style and the musical style.
